Key Functions of Department and Sections
- Report to the DG of the MoES/ where appropriate to the Minister/Vice-Minister
- Assume the overall responsibility of the management of the department
- Prepare the departmental priorities and activities with the collaboration of education partners and other stakeholders.
- Develop yearly work plan and budgeting
- Develop Quarterly Work Plan in line with ESSP
- Develop and formulate departmental strategy in line with ESSP
- Supervise the section heads and provide support to them where appropriate
- Carry out Quarterly Performance Assessment on section heads and produce PA report of each section head with recommendations of areas of performance improvement.
- Keep records of details of section heads (personal information, education levels, pay, performance reports, and attendance/sickness/leave records)
- Approve leave/sick notes of section heads/ Approve requisitions for procurements/ Approve requisitions for payments/timesheets
- Hold weekly meetings with section head and participate in the bi-weekly meetings of the Directors
- Preparation of Quarterly Report on the activities of the department
- Follow up ongoing activities and oversight reporting to the Quality Assurance department, Planning Department, and as well as Director-General.
- Do other duties assigned to him/her by the MOES higher Officials
- The Director of the Department will assign a departmental regional office
Early Child Education Section
- Conduct an initial evaluation of facilities (ECE Centres) to ensure centers are purposely built, safe and secure, equipped with all required educational materials and playing equipment
- Provide support and advice to ECE teachers in relation to practices that would have a very positive impact on children is learning achievements.
- Determine the education program and expected knowledge results
- Take off all lead on early childhood education
- Provide sustained in-center guidance and support to enhance children performance
- Assess/evaluate ECE teachers overall work performance
- Advise and contribute towards ECE curriculum delivery under the direction and guidance of the ECE consultant
- Ensure adequate resources and educational aids required for effective teaching are available in all centers
- Hold scheduled meetings with the ECE teachers to discuss and advise on teaching strategies
- Carry out pre-arranged classroom observations; three in the first term and two in the remaining two terms
- Review teacher’s assessment of children learning progress
- Monitor ECE project progress, and report to the project ECE consultant
- Ensure children records are regularly updated
- Advice and assist ECE Centre teachers/staff establish effective partnerships with parents
- Writing annual program report
- Should involve any activities related to the Early Childhood Education
- Oversee and ensure the alignment of plans to national goals for Early Childhood Education
- Distribution of Early Childhood Education textbooks and teaching-learning materials
- Provide regular updates and monthly progress reports to the Department Director
- Implement overall regulations; Education Act and ECE endorsed policy and minimum standards
- Do other duties delegated to him/her by the Director
- Determine the education program and expected knowledge results
- Conduct knowledge and talent debates
- Data entry of examination results & reviews
- Overall responsibility of SL Primary schools (Public and Private schools)
- Verification of the student’s eligibility on entry exams
- To ensure all SL Primary schools adopt MOES- developed curriculum
- Monitor student’s transfers
- Teachers transfers from one region to another region with the consultation of the Director Department
- Students transfers from one region to another region
- Receive and deal with complaints from teachers, education committees
- in crucial areas
- Oversee the execution of free primary education
- Support the decentralization process of the public primary education
- Coordinate and support the mobilization of resources for quality free primary education
- Primary education textbooks distributions and teaching-learning materials
- Oversee and ensure the alignment of plans to national goals for primary education
- Do other duties delegated to him/her by the Director
Secondary Education Section
- Determine the education program and expected knowledge results
- Overall responsibility of SL Secondary schools (Public and Private schools)
- Verification of the student’s eligibility on entry exams
- To ensure all SL Secondary schools adopt MOES- developed curriculum
- Secondary education textbooks distributions and teaching-learning materials
- Problem-solving in the schools
- Receive and deal with complaints from teachers, education committees in crucial areas
- Students transfers from one region to another region
- Teachers transfers from one region to another region with the consultation of the Director Department
- Oversee and ensure the alignment of plans to national goals for secondary education
- Management of teachers learning resources
- Selection of in-service and pre-service teacher trainees
- Visit for stock checking learning resources and materials
- Nominate school headteachers in consultation with the regional education officers (REOs should nominate)
- Do other duties delegated to him/her by the Director
Student Affairs Section
- Student transfer with the collaboration of Primary Section and Secondary Section
- Student help regarding household needs
- Student data documentation and recording
- Awareness campaign on school enrolment with the collaboration of Primary and Secondary Sections
- Identify Student’s welfare and assign them to the appropriate section
- Student’s scholarship for local and external with the collaboration of REO
- Identify special needs students and inform the relevant department (Inclusive Department)
- Students’ progress, drawbacks, and learning performances were appropriate
- Provide Guiding and counseling
- Provide student mentoring – individual or groups
- Reduce school dropouts
- Identify school health issues and inform the relevant department (Human Wellbeing)
