GLOBAL PARTNER FOR EDUCATION

Somaliland MOES developed a comprehensive Education Sector Strategic Plan 2022-2026 which is based on the findings of ESA 2021 report and focused on the key policy priority objectives; programs, approaches, strategies, and activities that are required to be invested and undertaken to amicably address the challenges that hinder education growth and development in Somaliland context.
MoES working with ESC members under the new GPE Operating Model 2025 created a GPE Task Force that carried out inclusive and participatory working sessions to complete the first phase of the initial enabling factors screening and the second phase of the context sensitive enabling factor analysis which included the selection of three thematic policy priority objectives of access, gender, and quality learning outcomes. The Interagency Technical Assessment Panel (ITAP) reviewed and approved the GPE enabling factor analysis. This opened a channel for MoES to develop a GPE Partnership Compact that focuses on the identification of levers of change that have the greatest impact on education transformation and align all partners work with country’s system transformation agenda. The Compact is also intended to facilitate mobilizing additional resources for the education sector. As part of accelerating the implementation of the ESSP 2022-2026, particularly the policy priority areas identified by the GPE Partnership Compact, MoES supported by the appointed grant agent Save the Children, developed a concept note which was approved by GPE and hence the development of this full proposal for submission to GPE secretariat.
