Higher Education in Somaliland has been faced with numerous challenges ever since its self-declaration of independence from Somalia in 1991. Somaliland government has since then tried to institute effective higher education policies and implementation through hardships. Private and public institutions that have been mandated with the task of offering higher education have since then commercialized higher education focusing more on profit making than quality education services. This coupled with ineffective policy on higher education has caused more harm than good to the nation as a whole. Bloom, Canning and Chan (2003) lamented that without an effective policy and implementation of sustainable higher education programs, the acquisition of advanced skills for national growth, technological development, and competitiveness in the global economy will remain poor. The underdevelopment in this sector becomes more of a concern to developing countries, particularly in sub-Saharan Africa, which is rated the lowest in higher education enrollments in the world.
