A. BACKGROUND
The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards the cost of Somaliland Education for Human Capital Development Project (E4HCD). The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland.
The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.
The Project will expand access to quality schooling for the disadvantaged (Component 2), especially girls, through two complementary approaches. In selected localities within the targeted districts where nonstate providers are active, operators of these nonstate schools will be incentivized to expand their schools' capacity to enrol additional children free of cost through a nonstate schools incentive program (NSIP). In localities within these districts in which there are no education providers, new schools will be established in partnership with communities. Involvement of communities has been demonstrated as an effective mechanism for introducing accountability and improving the quality of service delivery globally, especially in contexts affected by fragility, conflict, or violence, For new schools, a basic package of support will be provided to ensure the quality of provision which includes, adequate numbers of trained teachers, school grants to meet recurrent expenditures and safe and conducive learning environments, which include adequate WASH facilities, including for girls and learners with disabilities. One key objective of the school grants will also be to promote girls’ enrollment and retention through measures that would enable greater female participation in education such as through the provision of sanitary napkins.
The overall objective of the assignment is to ensure the timely execution of E4HCD projects involving architecture, structural, civil engineering, and contracting. The specific objective of hiring the structural engineer is to provide a complete design and planning solutions for the construction of standard building designs and amend these to site conditions. The consultant will be expected to design classrooms, administration block, WASH facilitates (toilets etc) following the engineering codes prevailing in Somaliland. The details of the tasks to be carried out by the consultant are detailed below in the Duties and Responsibilities section.
The main aim of the assignment is to support project teams in the preparation of project appraisal reports; to formulate project aspects related to civil engineering and contracting; and evaluate E4HCD projects to ensure that signed contracts about works aspects are safe and executed as per the specifications and contract’s timelines. The consultant is required to promptly identify emerging engineering issues and ensure these are immediately addressed within the Bank rules and procedures.
B. Scope of Work and Responsibilities:
This project is looking to hire a qualified Project Civil Engineer to provide comprehensive architecture, structural, civil engineering, and technical support for the E4HCD Project, collaborating closely with the Project Implementation Unit (PIU). The Civil Engineer will be responsible for the following key tasks:
• Participate and assist in preparing the bid documents based on drawings, BoQs and technical submission provided by the PIU at central level and also in procurement of construction contractors
• Supervise and monitor all construction works implemented under the E4HCD Project by the Ministry of Education and Science – Somaliland.
• Review the project activities submitted by the contractors for the execution of school construction works to establish whether the methods, arrangements, order, and timing of the activities are realistic.
• Monitor the contractor’s programme of work and actual progress made.
• Be responsible for the quality output of the construction of works by the contractors as per project documentation, specifications, and requirements.
• Ensure adequate quantity and quality recording is carried out at the field level.
• Closely work with other technical consultants at PIU concerning quality control, correct interpretation of construction drawings, and identification of problems requiring timely rectification.
• Maintain liaison with the local authority (where appropriate to the project) and sort out emerging technical issues in consultation with the project coordinator and his assignees to ensure uninterrupted progress of the construction works.
• Ensure that the construction activities are carried out according to the plans, designs, and drawings and ascertain the accuracy of the qualities, quantities, and proportions of the construction materials are precisely maintained.
• Ensure that all materials used and works performed are following the specifications indicated in the contract document.
• Oversee quality control, health, and safety matters of workers on the construction site.
• Prepare various narratives, and technical as well as financial reports as required regarding the project progress.
C. Expected Deliverables.
About works, the civil engineer consultant will produce quality supervision of the projects, with detailed project reporting. Expected deliverables will be based on agreed-upon milestones/outputs according to project timelines:
• A bid document for procurement for each school in state (if the same is not provided by the PIU at central level).
• Assist in finalization of bid evaluation reports of each school.
• Submission of weekly comprehensive progress reports, containing the description of activities, method of performance, percentage progress, plans, challenges, and their mitigation measures, with active project photos.
• Coordinate with other technical specialists for E4HCD in the PIU team to ensure proper implementation of the project.
• Provide technical support to the E4HCD PIU team related to the construction and implementation of the schools.
• Submit compiled monthly reports on the progress of the project and the performance of the contractors.
• Prepare payment certification for the contractors subsequently verifying the agreed construction milestone payment.
D. Selection Criteria
Selection will be based on the qualification and experience of the candidate and followed by an interview. At a minimum, the candidate is expected to have the following level of qualification and experience:
• A minimum qualification of Degree in Civil Engineering, or a related field.
• At least Eight (8) years of working experience, preferably in large-scale construction projects.
• At least three (3) years of experience in working with international development partners and other non-state education providers is greatly desirable.
• Familiarity with supervision of construction contracts, standard forms of measurement, and industry regulations.
• Strong analytical and problem-solving skills, with the ability to provide accurate and reliable project reporting and documentation.
• He/she will be computer literate and if possible able to work on various packages including word processing, and Excel Tables.
• He/she would be expected to have keen environmental awareness of the built environment and the emerging debate in the fight against global warming and how efficiency in the design of institutional infrastructure could positively contribute to the reduction of environmental destruction.
• Prior experience working with the Somaliland Ministries of Education and Science is an added advantage.

• Familiarity with, as well as experience concerning, the instruments of education and international intergovernmental organizations.
• Excellent communication and presentation skills.
• Willingness to travel and work across all regions of Somaliland.
• Ability to work well with others and build good relationships with clients (school administrators) and all other stakeholders.
E. Facilities to be provided:
The Ministry of Education and Science will provide the Consultant with office facilities, essential utilities, office services, stationery and office supplies and use of a printer, scanner and photocopying machine. In addition, the Ministry of Education and Science will provide copies of all the documents the consultant may need to discharge his/her functions; and will assist in liaising with the different departments of the Ministries of Education and Science, and other education development partners.
F. Location & Duration:
Contract is for twelve (12) months with possibility for extension based on requirement. The duty station is Ministry of Education & Science, Hargeisa. Travel to the Project districts required.
G. Reporting and Other Deliverables:
The Civil Engineer will report to the Somaliland PIU Project Coordinator and closely work with PIU staff. She/he will work under the overall guidance of the Director General, Ministry of Education and Science, Somaliland Republic Ministry of Education and Science, Somaliland Republic.
